Budget Phones, is 3000 a good budget to buy a full featured cell phone

This year when the N95 was announced, it was one of the most expensive phones on the market (let alone the types of Vertu), but it made a lot of people sit up and say, he, a phone's a phone, and all I need it for is to make calls / maybe send an sms / on a bus / train ride, listen to the FM and that's about it.
